Guess  how much  it  costs to build one new mile of highway these days? Thirty million dollars. Quite a price tag. The US Department of  Transportation figures highway construction costs have gone up thirty-one per cent in only three years, between 2002 and 2005.

By 2009, the highway trust fund won’t have enough money left to meet its current obligations, let  alone new ones….
